I feel really bad for new players...

I took the time to make a new account just recently. 2 days ago I just got it to level 30. Through my adventures I encountered a lot of very immature players. Now these players had a good understanding basic knowledge of the game and was most likely players who were banned before for toxicity or just alt accounts(see how I did not say smurfs xd). Upon playing on this account it was just negative activity and players leaving the game and just so much hate it was ridiculous. I feel so bad for new players playing the game. In the past 2 weeks of playing on that account I have gotten **nearly 6 accounts banned or suspended.**This is actually ridiculous and I think Riot needs to start IP banning(I know this won't stop people but it will keep some from getting through) or try and figure something out. I think this is absolutely ridiculous and no wonder we have such a toxic community.

Your experience leveling a new account is going to be different than a new player leveling a new account. You are quickly matched against other smurfs because there is a clear and obvious difference between the skill level of someone who has played this game any decent amount of time and the skill level of someone who has not.

IP banning would also cause more harm than good. As you stated, it won't stop people. An external IP address is easy to change, especially if you have a dynamic IP (just reset your router). Secondly, it causes a lot of collateral damage. An entire college dorm might share a single external IP address. If Riot were to ban the IP address because the target was one user in that dorm, everyone in the dorm would get hit by the IP address ban.

The system can determine you are not a acutal new player and will matchmake you accordingly.

It's League, they're going to run into toxicity eventually, so it's better they get use to it now then wait. Besides, the higher rank you are, the more toxic players usually are, and I know this from over 4 years of playing League.

This is what happens when you permaban people for chat offenses. They're addicted, so they make new throwaway accounts that they have absolutely no attachment to and just go to town on people. I'm willing to bet that if you long term muted them instead, they'd keep playing their mains and work to get back in good standing. People care about their accounts that they invest thousands of hours and hundreds of dollars in.

Blaustoise should just be given control over the entire PB department. He really gets it.

I entered the smurf queue pretty quickly after joining this game. It's not that I was particularly good; I was extremely bad (and still am). But it doesn't take much to compete with bronze level smurfs--which is what a lot of the toxic players on new accounts actually are.

Suffice to say, my experience was pretty bad. Lucky for me, I didn't discover [all] chat until much later, so I probably managed to miss about half of the toxicity.
