That pesky champ select troll

Toxic players are everywhere and for some reason like to be that way. They seem to enjoy you're loss in ranked and in general are just the scum of the society. There is no way to actually stop people from behaving the way they do overnight or even in the near future, as some people just don't care and continue to behave poorly and piss everyone off ruining lots and i mean lots of players games, climb up the latter, and general game experience.

     Every single player in the game has played with an intentional feeder, or extreme toxic behavior. I just now left a queue with this person on team: "lolAlex1 BGO16 : im legitimatly not supporting so you guys better figure somthing out."  then proceeds to trash talk. deciding he was going to take my role as jungle and him taking my champ shyvanna. (he was under the support role) 

   My only options at this time are take support even though i don't play it at all and hope he at least plays the role well, (doesn't fix the issue of what this player is doing just caving in to his adolescent tantrum.) or dodging myself so i don't have to play with him, don't have to risk a loss in ranked, and get a nice dodge timer. None of which I or my teamates should have to put up with. The number of people like this is just too high and too reoccurring so i thought of a few things we could try to implement either behavior change or getting rid of these people entirely if deemed necessary.

     First is given my situation if i were to dodge or someone else dodge i think we should have the option or reporting people from our team. The Chat is saved so it would be fairly easy to just copy paste the entire conversation, explanation to show the player deserving of some form of punishment. 

   Second (not sure if it's even possible since i'm not super tech savy) if someone deserving of a ban, whether it be 10 days or 30 yrs. banning an Ip address or computer from playing League and/or all accounts played on said computer/Ip address. If we could do something with this toxic players wouldn't be able to just hop on a different account and continue trolling their brains out. Also making a computer become useless to league might help them reconsider their actions. Obviously friends could get caught up in this banning their accounts as well. I believe this is good and bad. 

Ex: "your account has been banned for 30 days because (lolAlex1) has been a toxic prick." that's what i'd say at least. I personally would slap my friend around if he got my account banned. So bringing judgement to their home life doesn't seem to bad of an idea to me.

  Thanks for the time hope we can get something from my thoughts and make the Rift a somewhat less toxic place.

champ select trolls are bad, but if you start punishing them then they will adjust and just not say anything. next time you play with him he is support and takes your shyvanna but stays totally silent. now instead of clearly seeing you have a troll and getting the chance to dodge, you dont know wtf is going on and dont find out until the game starts.

wouldnt you rather know before the game begins so you can dodge?

I don't know how to feel about this, define champ select troll, because I main Mordekaiser bot, and I've gotten a lot of shit until I reached mastery level seven with him, and occasionally some one try's to be cute and say "no adc?". I agree that Shyvanna shouldn't be bot, Veigar doesn't belong in the jungle, but if its something some one isn't used to like sion and kled duo botlane, I don't see a problem, its something weird in an online videogame it should be a given.
