EloBoosting and riot handling it

So i think about a month ago i submited a ticket to Riot about a player who was EloBoosting and he said that himself in screenshot i took but today i found him logged in and when i checked his profile HE HAD BOARDERS probably new Sivir skin to and i guess i understand now that RIOT DOESN'T GIVE A DAMN ABOUT THOSE PLAYERS THIS SEASON becosue i was acused from riot of EloBoosting myself (EVEN THO I DIDN'T DO IT!) and got this season and last seasons rewards removed from my account but this guy gets a FREE PASS???? WTF riot you say "we striktly punish MMR boosters and boostes" but you don't do any of that shit! I gave you info about a PLAYER CONFESSING THAT HE IS BOOSTING A FRIEND ON HIS FRIENDS ACCOUNT and no not Duo ranked but LOGGING IN HIS ACCOUNT AND PLAYING RANKED FOR HIM! Where is you justice HUH Riot?? I get punished for something i DIDN't DO and someone who confesses that he did gets a FREAKING FREEPASS???
