9 Aug I was banned for 14 days, I am punished before the 22nd of August but my ban ended after the 22nd, do I get the victorious skin then or not?

No, your punishment came before 8/22 so you're OK
It shouldn't be hard to understand... If you received 14 day ban AFTER 8/22/2017, you are ineligible for end of season rewards. Since you were banned before 8/22/2017, you are eligible.
