What is Low Priority Queue?
Does it mean I cannot join any games, or that I just have a lower chance of joining one?

'Priority' is a bit misleading actually.
It just means you'll have to wait before joining games. When you try to queue up, a timer will start and you'll have to wait a certain amount of time before joining the queue. This will go on for 5 games, and lasts between 5-20 minutes.
