Banning system isnt working properly or effectively

I was playing a game and I wish I could post the screen shots but I'm unaware as to how I can do that... however I had a game where my top lane followed me spaming his taunt saying to report me when I wasn't feeding or being toxic or anything as I pleaded in all chat for them to be reported and for our shaco jungle to say hes intentionally feeding my lane to make her stronger and then do so I never swore in chat or anything I had self control and just pleaded for them to be reported and wasn't feeding or anything like that however I report them both and then they never got a penalty but me I got a 10 game chat ban over it... why is this a thing? I don't understand how they can completely ruin that game for me making me want to completely stop playing league of legends all together and get nothing but me asking for support in getting them penalized for doing such things in my game (not to mention the rude things said in chat) and they get nothing but I get banned.... please someone respond to this I'm just having trouble understanding why this is even remotely part of the banning system

You don't need 9x reports to flag a game for review, 1 report is all it takes. You verbally harassed someone, once you did this you went from victim to aggressor. If you talk

you don't need to ask for support to get someone penalized.

1 report is enough to flag the system to check for toxicity, and asking for reports is considered harassment.

I doubt these people will blindly start trolling you unless you did something they didn't like in champ select.
