[client] ARAM no report options for people who leave the game

ur only allowed to honor, the thumbs down option isnt selectable to report anyone whose name is RED at the end of the game, why is this? so from now on if im toxic in aram ill just quit and dont have to worry about any reports, because they wont be able to select it :)

If you are disconnect or otherwise leave during a game, you get flagged by LeaverBuster whether or not you get reported by other players. The system essentially automatically reports you for leaving the game. This also includes games that you AFK in.
