Just played with a person who keeps on trying to protect his KDA. He literally just stands in the back and will try to grab an assist here and there but won't defend inhib/nexus, wont push, and will save him self over anything. is this bannable?
Ofc its not banable, if he thinks its not safe to engage and decides to play safe, and yet u guys engage and lose, he was only one to make smart decision.
Duh, if you get many deaths you are a bad player, and GD will scoff you, because that is the only thing matters, to not feed the enemy team.

Depends. If Riot decides they were doing so to intentionally grief the team, yes. But that's up to Riot.
To be honest, I've done that before when it's clear the other team mates are just feeding the other team. I will not give the other team free gold and XP by charging in recklessly. Even if that means never leaving the base while everyone else, who's under level five, rushes to their deaths.
No, it's playing safe. Maybe try it sometime?
