Where do I need to go
To report chat abuse within the out of game chat. IE someone added me after game in order to continue flaming me? Do I just send a ticket to riot support or what?

I have to ask, why in the World would you accept a friend request from someone who was just flaming you in post game? What did you expect?
Yes actually, you can send in a support ticket. Make sure to include a screenshot though. Don't expect a response about their actual actions though. EG: They won't tell you that the player got permabanned (or any other kind of punishment). Just know that it will be taken care of.
