Why should i lose LP because someone wanted to intent feed all game. Then the other team trash talks like theyre good when they got gold from the intent feeder who just to make sure his feeding was proper took ignite to ks kills for his gold to reset. I'm not the ones making society rules, which we have totally sidetracked from a game's rules.
Point is that toxics aren't committing any physical damage in this game, and the ones that are being flamed can just easily walk away (muting). The only remaining harm after that is that they can intentionally feed / grief (making you loose your precious LP), which can quickly escalate their punishment into permaban.
Yes, loosing LP hurts, but if you are better than your ELO, then you'll climb. If you are at your proper ELO, then you'll be yoyoing up & down the ladder until you get better. Meaning that if you are frustrated that you've lost LP cos of trolls, it just means you aren't good enough to climb and have to rely on "luck", which doesn't take you too far.

It's called being a mature adult. It's not about life not being fair. People aren't fair. Humanity is very self centered and selfish. Of course a game based on competitive human interaction can and will have these results at times.
The rules aren't flawed. Chat is a tool in the game, it is not the game itself. Less typing, more playing. If a person doesn't have enough self control and will power, it might be best if they not type at all. It really isn't difficult.

I personally have no issue with the rules. I've never been punished, and i've spoken my mind more than once during games. For four years.
Nice assumptions, but my specific comments were never directed at you. I say that to everyone as an overall motto. If you're typing you are less focused on gameplay. The idea is to keep your head in the game, not bickering with others.

Yesterday i ran a clean up program to speed up the laptop, i ended deleting dupe files n stuff, mustve accidentally deleted a dll file in the process, but the client ran fine up until character selection, i chose Olaf, then the countdown went to the char vs page but never made it there, kicked me out with an error of a missing .dll file
asked me after to attempt reconnecting so i did, gave me same error again, so i proceeded to un-install leagues and re-install and was i tried to log on, i got the perm ban message Feb 22 22/22/22 UTC 2900
being almost 18 hrs now since it happen, no reply ticket still open... i dont get for a guy, yes im newbie at the game still but no quiter, always finished my matches lose or defeat, so far i got lucky with 2 defeats on ai but its cause we had morons not doing any teamwork.
Seems to me like im not the only one dealing with this

You've taken the right steps if you sent a support ticket. I'm going to assume you explained the entire situation in it. Less than 24 hours is not that long. I know it's a pain, but be patient. Do not send more tickets, it will only send you back to the end of the queue. Support gets hammered regularly so it takes time for them to respond.
If it wasn't a behavior issue, then it's an odd glitch. With luck, it will get sorted out asap. It however is not Riot's fault you were deleting files.

This is the first i've heard of this specific situation. A lot of the people you find on here honestly deserve their punishments. It's typically due to bad behavior not odd technical issues. Only thing I can think of is they have the automated system in place to detect some forms of modding and cheating. Maybe the missing file triggered it somehow?
Have you tried logging into the client again recently? And have you checked your spam folder in case their ban email got sent there? It's rare but happens.

The date is what makes me think it's a glitch in the system. Automated systems are imperfect. They prevent a lot of issues, but accidents can happen. You've taken the right steps, you'll just have to wait now and see what they say.
