Being able to surrender pre-20min

So, in an effort to help those who have a team mate disconnect and not come back after re-make time.

I think it would be beneficial to have alter the remake system in the game, to allow a team to surrender pre-20mins under the following condition.

• A team mate has disconnected and has not reconnected after two minutes. And it is past the remake trial period.

Doing this will not alter the rewards after the game finishes. This feature is solely intended to allow players to surrender before 20 minutes if they lose a fellow player, if they so wish to.
