Early surrender: disconnects/afks

Add an option to surrender early if one of your teammates is disconnected or marked as afk for 5 minutes. This would require all remaining members to unaimously vote to surrender (premade rules apply same as /remake). This would help when someone disconnects way before 20 minutes, but not early enough for /remake. I feel needing all remaining teammates to agree is fair. Sometimes it's winnable, but if nobody on the team wants to continue, an early surrender option would help players waste less time on a game they don't feel is winnable. If it's in the players' minds, they are less likely to give it their all and will cause them to lose anyhow.
