Over half of League's player base is considered low elo. That means low elo consists of people who are below average, who are average, and some who are above average.
Being average is not being bad. You could say they are not good, but you cannot accurately say they are bad.

Silver aint even that bad tbh their mechanics are just not as good as gold players. The way I think of the ranking system is A. you have not played enough games to get your rightful rank or B. You are right where you deserve to be.

Everyone below diamond 1 is considered bad. The difference between diamond 3 and diamond 1 is almost greater than silver 5 and plat 1 in terms of performance due to mistakes being punished harder and players having better consistency and knowing how and when to close a game.
