League of Legends has been around for 9 years
And you can still say in the champion select "I'm going to troll this game" and your team can't do anything about it but dodge.

Or, play the game and report the troll after. If you dodge the game you're technically giving the troll what he wants.
or riot can give us an option to remake the game before it even starts so we don't have to sit through that
AMAZING IDEA.
lol i've been wanting this for the longest time now and they say nothing about these issues in champ select

They've said something, just the priority isn't there.

Not to play Devil's Advocate, but how would you design this system to not be unfair to those who legitimately play uncommon or "weak" champions, those who want to contribute but don't want to play the exact champion their team wants, or premades who just don't like the choices of the other player they're stuck with?
If you can remake a game before it starts, I can see a lot of players abusing that system to get the "ideal" team and, in doing so, really screw over everyone who plays a little off-meta.
Every system that's made is going to have flaws, i'd rather skip a couple ques than have an asshole hold the g ame hostage and fuck it up whether or not if he gets what he wants

The problem is that it's going to be a lot more than a few queues for a lot of people. Yes, for many of us with wide champion pools who are specifically playing to win it's fine, but for something like a Teemo top one-trick who really just wants to relax and play some Teemo, they could end up taking 20+ minutes to find a game as teams refuse to play with a Teemo top.
Extra true for someone who wants to try something a bit unique, like a Mid Maokai, Top Veigar, or any number of other things that actually work fine in the right context but aren't considered "normal."
It would be REALLY bad for the health of the game, and for a lot of players getting into games. Suddenly refusing to play exactly what your team wants becomes a risk. Suddenly teams see a guy on a ranked losing streak or an off role and refuse to play with him. There's enough problems here I think it's untenable as a solution unless you can address those issues.
Yes, because I personally can't wait to sit in queue for 35 minutes as people repeatedly remake games based on personal preference and sheer spite.
It will be like having all the inconvenience of high level ranked play, without the fun and rewards. Sounds great for everyone.
or you stay in the game and call their bluff, cos they wanted you to dodge instead.
If they do troll, they'll get punished, and I'll take that as a minigame within the game.
