Leaves aand AFK players in NORMAL

Hello, I am seeing a lot of leavers in normal game and they seem to not care about the punishment. They have a bad start; their lane feeds 6 deaths in less than 5 mins and someone in the lane ends up leaving.

  1. is your punishment is too light for abandoning games?
  2. I know RIOT doesn't promote alts, but they just get on to their alts.

can you apply your punishment to IP-address, instead of account. If not already in place.

Why do you care about players leaving normal games? I mean it sounds bad in concept, but really it shouldn't be punished as hard as it is right now. If you want to play competitively, play ranked draft.. Just have fun with the game, that's all they want you to do.
