What time zone does the banning go off of?
it's saying that my account should be back to being able to play by 1/16/2016 18:00 but in my time zone it has passed this time and I still can't play. Any help would be appreciated.

Times are given in PST, and correlate exactly to the time the ban started.
Should be in PST as that is where Riot HQ is located.
