The gravity of the 14-day ban and the warning that future bans will be permanent bans is to get players to reform. The permanent ban is the point where the player has NOT shown reform, and thus should not be allowed to play.

Players are, at that point, welcome to reform on new accounts, but the old account is lost due to the previously shown lack of reformation despite multiple warnings.

The gravity of the permanent ban is meant as a deterrent from continuing the behavior.

If the content lost via permanent ban was given back ever, it would lose that deterrent, as the content would no longer be lost forever.

Further, the reason multiple accounts are “permitted” is not so much that Riot condones it (although they do certainly tolerate and even permit returning on a new account if you have good behavior) but that it is almost impossible to reliably prevent such in today’s day and age.

No, that's the intention of regular bans, a permanent ban is the equivalent of you getting kicked out of a restaurant because you kept on shitting on the floor.
