Is there a way to appeal low priority queue?

So my internet went out last game for probably 10 minutes, I come back, make the game winning play and we finish the game but then I got hit with the leaver buster punishment, is there a way to make an appeal because I did not leave or afk my internet just went down and I had to fix it
