Question about leaver buster

Does it work if people report someone for leaving if they were not marked/tagged by it? I just had a game where someone just said "ok im leaving bye" because he got no ganks and then reconnects just as soon as the nexus was exploding on our team to avoid getting leaver buster marked and he was gone for over 10 minutes...

Those kinds of cases if everyone reports him. itll probably get marked.
