To Ban or Mute

This is a question for the people of Rito.

When do you decide to mute a toxic person instead of banning them?

Why do you even ban toxic people instead of revoking their chat privileges permanently, we have a mute feature to use anyways if they're simply muted instead of banned it'll go a longer way in controlling their behavior. If you ban someone they simply create a new account and ruin the new players' experience, muting someone just doesn't let them annoy the shit out of anyone.

So in short. Why ban toxic people and not just mute? Should bans only go to people who AFK, Feed, or Grief?

They used to keep giving chat restrictions to players that kept abusing chat, but many of them never stopped because chat restrictions didn't bother them and others just escalated their behavior because they didn't have the chat outlet. It simply didn't work out very well in the way of reforming or stopping their behavior.

Simply to add to what nami said, removing a player's ability to communicate with their team punishes the whole team for the past actions of one of their members. Added to which is the fact that if banning their chat was enough to get these people to behave decently in game, they would have started behaving decently.
