Will Riot ever unban accounts?

My main NA account was permabanned. I started the game in October 2010. I basically had a few years where everything was great. I then started to get into ranked and became more and more toxic. I was basically infected by all the toxicity around me and my personality will make sure I give it more than I take. I played thousands of hours of the game. Ignoring my family because I didn't want to get reports for ditching a ranked game. Honestly, at one point I'm not even sure a natural disaster would have stopped me in the middle of the game. I had obsessive streaks and addiction problems and for 5 years league was my drug.
Constantly improving and trying to rise up the ranks I became a Platinum player but honestly Gold and Platinum was more toxic than Silver. There was so much going on in my life for those 5 years that it was like Fat Bastard in Austin Powers. "I can't stop eating. I eat because I'm unhappy, and I'm unhappy because I eat. It's a vicious cycle." I got stressed out because of life and play to relax. Then I'd play to relax but get stressed out. Go back to life to leave the stress of the game and start over again.
The worst part of it all is I was never able to ignore anyone. I would get right into it and go 10x harder. This was easy because I type over 110 wpm easy so I'd be throwing garbage out at them left and right. Did they deserve it? Some yes, some no. It's been 2 years since my ban. I played 5. Right now things are going pretty well in my life. Spouse and I both have good jobs and I'm in a company where I can actually envision myself being at for years to come.
I wouldn't go crazy if I played the game any more. In fact I don't. I play on EU W and I have another account on NA, albeit with less items. In hindsight if I was going to be a raging %%%% back then I wish I did it on my spare account instead of my main--yet that's the point. I wasn't being thoughtful of my behavior and actions back then. It wasn't a nefarious plan I had to ruin people's enjoyment of the game. It just was a lot of anger and stress and not being able to just enjoy the game for what it offered.
Now I don't have those problems. I would appreciate getting my account back at some point. In fact I was offered to work at Riot in customer service. I was almost a Rioter. I turned it down for my current job. I hope that they bring back some way of getting accounts back. Where they can take the time to look at how the account owner is now and give a chance--even a small one. Even one where it's one fuck up and down. That would be enough.
Everybody gets upset sometimes, and Riot understands that; Permabans aren't for just an occasional misstep, but continuous and/or severe behavior. It takes quite a lot to get permabanned.
Can you have a permabanned removed? It's possible, but typically Riot will not remove or reduce the punishment unless it was an error. If you are a model Summoner all except that one time you slipped up and got permabanned, you might get lucky; just submit a Support Ticket and request a manual review of your case.
Your window of convincing Riot that you're capable of changing is anywhere between the first ban and before you get perma-banned.
If you get perma-banned, you convinced Riot that you're unlikely to change.
If you do something worthy of immediately escalating to a perma-ban, you should have known that behavior was unacceptable going into it. Riot didn't want to take the additional effort to give more chances to a player that intentionally performs immoral actions they know to be immoral.
Additionally to what Deep Terror Nami and AeroWaffle said, there's the other factor: Riot's already tried several methods of either trying to avoid handing out permabans, or giving permabanned players another chance.
In the first case, Riot tried handing out just Chat restrictions. Players who committed chat related offenses would just gain ever longer and stacking chat penalties. This, in theory, would mean that if a player wished to continue being insufferable, they would very quickly find themselves silenced. The reality however, is that those who refused to improve their behavior and learn a bit of basic manners would burn their allotted chat messages, and then just simply then turn to non-verbal offenses (such as int feeding, afk, non-participation, sabotaging teammates efforts, etc).
The other case, involved the Level 20 Challenge (Get to level 20 on a new account with no valid reports against them, and they'd get their permabanned account back). Riot did just about everything they could to give those players a chance at succeeding: Picking players who showed remorse for their actions, one-on-one chat sessions with them, carefully going over the rules, etc.
End result: 95%+ failure rate. And that was just during the challenge itself, before including the players who succeeded, got their account back, and then resumed being toxic again.
So, that's why the current system is in place.
