Is there a way to report someone for dodging?

No, but the system keeps track of this automatically. That's why if someone dodges often, they get slapped with a lower priority queue. I've had that happen to me once last season, and trust me, its a fitting punishment for dodging. It doesn't come with a timer, only a number of games you'll spend stuck in that queue where you have to wait for about 15 minutes before you're allowed to queue up for the actual game (meaning that if you come back even a whole month later, the lower priorty queue will still be waiting for you).
