PBE dodgers and leavers

Can there be a big punishment for people who dodge and leave at the last second or not even the last second of champ select because I be waiting for 20 min just to get into a game because people keep dodging and leaving and its people like that, that should not be allowed to be in pbe in the first place. Its not going anywhere and everyone is just in a rush to play the new champs or updates. Its super obnoxious and selfish of those people and its not fair to the players who actually want to play and just experience pbe. I feel like there needs to be an enforcement on champ select because just because its pbe people think they can just leave and do whatever they want when it is still league of legends altogether. I just find it very annoying and im tired of waiting 10-15 min just to get into a game, cant even get through champ select without someone dodging everytime. People who dodge should just be banned or should just not be allowed to play pbe cause its not fair to the people who actually take time to play the game instead of just dodging and getting what you want, selfish people, sick and tired of it
