Scripting Xerath

Hey guys i just finished playin a game oN SR and we had a Xerath on enemy team that was clearly using scrits where do i post a video link or who do i taklk to to get this guy banned? i watchd the replay 3 times itmakes no sense of how he hits the skillshots or why he just flashes. Hopefully some1 replies
