Ingame, I was having a fun time and so were the others. I was interacting fine with everyone and we were discussing things about snow. We talked about snow and I talked about snow. Then, later on our lux started to feed and throw and I started to try to help her and she started flaming me and blaming me. I told her to sidestep and she wouldnt listen, she would flame. Therefore, i told her she threw the game and others to report her and I was banned for that. Please help me and explain this PERMA ban.

That's honestly shocking. One game took you to an instant Permanent Ban? You didn't have chat restrictions previous to this? No 14 day Suspension? But this one game, was the end all be all in a perma ban? Truly shocking. Please post your chat logs of this innocent game in which your sole crime was to say that another player threw a game, and you then only asked your team to report her.

We've said it once, and we'll say it again, you can't get banned over 1 incident.

After a report a team of Riot scientists analyzes the players behavior and takes steps to rehabilitate the player through series of escalating remediation steps.

If at the end of the process, a player refuses to conform, then it might be necessary to liquidate that player, as a last resort.
