Probably because when people get mad, they take the path of least resistance to express it. Usually that's chat, but if it's blocked, they'll express it through gameplay trolling.
Riot discovered that when they tried rolling chat bans. Some players racked up so many they were, effectively, permamuted.

yea but that is what a lot of people ask for. thats why riot wont implent this feature for the next 4-5 years.
There is already a post from about two years ago that shows you exactly how to disable chat. Hell it is one of the first couple of search results if you google "disable enter league of legends".... Riot can't help if yall are to lazy to use a common search engine.
I emailed riot recently asking them about a disable chat feature. I'm on a mac so the post that everyone is talking about doesnt really help me much. They turned me on to hammerspoon though and I'll try it out once my 2 week ban is over
