I was playing a classic game and a transformer blew. I was without power for more than an hour. Upon my return I received a leavebuster warning. While I understand that this was bad for my team, I did not leave by my own choosing or out of spite. I feel terrible for hurting my team, but this was beyond my control. Is there a way to note this?

Leaverbuster has some leniency worked into the system to account for unavoidable interruptions like that. As long as you don't make a habit of leaving, you won't be punished.
The warning message shows up automatically even from a single instance of leaving. It's just a message to let you know that doing that regularly may result in a ban. if you don't leave games regularly, you have nothing to worry about.
The system is built knowing that people are gong to have occasional issues. That is why you just got a warning and not a punishment. Everyone gets that message the first time they leave to make sure they understand the seriousness of afking.
