Only start games that you can finish.
The Low Priority Queue is issued to players by the LeaverBuster system who have shown a pattern of AFKing or leaving games over time.
After every game, there will be a notification in the top right of the client (near the search bar, where ESports notifications appear if you have those enabled) that says "You have X games left". That's how many games you have left. It begins, I believe, at 5 games in a 5 minute low priority queue, but then escalates to 20 mins, and/or more games, as the system issues higher punishments.
Note that leaving a game or AFKing while in a Low Priority queue isn't guaranteed to, but is highly likely to, at a minimum revert your punishment back to the 5 (or however many games) it was issued at. It could also bump your punishment up a tier.
Keep in mind that playing custom or tutorial games will not affect the number of games remaining in the queue. You must play the prescribed number of matchmade games to re-enable normal queuing.
To avoid punishment in the future, please try and remember all of the times you had to leave games, or AFK during a game. Obviously there are real-life emergencies/natural things (power goes out, got injured, family issues, etc). If those are happening frequently, you need to reconsider when you start a game. Ask yourself before you start a Summoners Rift game if you truly have 60-70 mins from entering queue to finish. If there's any chance you may not, don't play a normal/ranked game. Play an ARAM or custom instead.
If you're leaving games or AFK due to rage and/or anger, then you will continue to get punished more severely as long as you continue to do that.
If you're leaving because of games lasting too long, see point one. Try and block 60-70 minutes for games, as that accounts for time in queue, time in lobby, time loading, etc, and an average game time of around 50 minutes or so. It'd be better to block out 90 minutes (to account for a 5-10 min queue, 5-10 min lobby, 5-10 min loading, and a 60 min+ game), but nobody blocks out that much time to be quite honest.
