Is Report weight/quality really a thing?

Riot has stated that if you falsely report someone, your report weight will drop and your reports will be worth less. How does that work though?

To me it seems like a lie to prevent people from spamming reports.

A report simply flags a game for a review by the insant feedback system, it doesn't increase the chance of the one being reported getting punished, so what's the point of a "report weight"?

probably comes into play more when a new behavior is reported.

if a guys keeps spamming 'mdzz' (fk you are retarded in chinese, shortened with the first letters only), those with high report weight will probably tell the system to "CATCH ONTO THIS WORD, HE IS HARASSING OTHERS WITH IT"

One report isn't enough to trigger a review, unless you have some supermegareputation, or it's for hate speech. It needs to get past a certain point. If trustworthy people report you, it's going to be fast, and if it's dumb spammers, it's going to take decades.

Lets start by assuming you spam reports with absolute truthiness but varying degrees of truth.

Because the system looks for a pattern of behaviour before punishing, it has to count up the number of valid reports filed. This is where report weight comes into play. Your report still triggered the system for review, but the odds of your report leading to punishment are lowered if you spam reports. When other people report that person in the future it looks at that persons report history and your report is in there, but it weights those accumulated reports based on the credibility of the reporter.

IMO It doesn't matter how often the reporter reports, what is important is the behaviour being reported.
