Reporting after end game screen or out of game chat.
There should be a way of reporting people outside of the end game screen that's easily accessible. Maybe somewhere near the report a bug button on the bottom right? End of Idea...

If someone's being rude in the post/pre game, add a note about it in the report. As for private messages, you can write a support ticket, particularly if their attitude didn't warrant a report after the game. I don't think they punish private messages as much, since they're opt in; so, block a player if you really feel they're being a jerk.
