Trolls and inters do get banned but because they're getting smarter about how they avoid detection (and because Riot wants to try to avoid punishing innocent players as much as possible) it's harder to catch them in the act compared to simple chat-related offenses. Gameplay related offenses when proven to be on purpose are assigned a 2-week ban as the first punishment. In case you don’t believe me on this point here are a couple examples of gameplay trolls being banned. Yes it’s just a few examples, but it proves that they do get punished.
That said, just because someone is behaving poorly or doing something you dislike does not give you a free pass to verbally abuse and harass them. Also, you claim that reports do nothing, yet you immediately prove your statement false by admitting that you got banned for poor behavior. Not only that but a simple look through PB will also prove your "reports do nothing" statement wrong. I get you're frustrated but making a claim like this with no actual credible evidence to back it up solves nothing in the long run.
I wanna make a joke because of your name but instead I'll site the no retaliation rule. Just report the player and move on. Flaming them does nothing to help you win especially if the other three members of your team are trying to claw out a victory.
If reports don't do anything, how did the reports against you function?

If reporting really do not work, how did you get banned? Presumably you were reported and banned yourself. Do you see a problem here? The player who trolled will receive his punishment that is for sure. It worked on you didn't it?
