About honor capsules and key fragments

I know they drop randomly, but randomly when? After playing games or just randomly in any time or after getting honored? And does the drop rate increase with the number of games or the number of honors you receive? And will there be a difference in drop rate if you play with premades? I asked all these questions because sometimes when I'm online, I get nothing, but when I logout and login again I receive key fragments, so what exactly am I supposed to do to increase my chance of getting them because it's been a while since I got any loot
