...little bit of a biased question there. Someone who thinks it is AWFUL will vote "yes, it should change," as will someone who thinks it's really good but could still improve.
So your data won't be that useful.
I'd recommend rephrasing the question, perhaps as:
"What is your opinion of the current punishment system?"
1 -- It does not achieve its goal. 2 -- It does its job, but could be improved. 3 -- The system does not need improvement.
Report system is acceptable for the most part. Punishment system is not, though.
people should not be banned for flaming.
