1 - Penalty: 5 games low priority (5 mins) 2 - Penalty: 10 games low priority (10 mins) + chat restriction for them 3 - Penalty: 20 games low priority (20 mins) + chat restriction for them 4 - Penalty: 75 games chat restrict 5 - Penalty: 10 games ranked restrict (play any mode, sometimes players tilt on rankeds) 6 - Penalty: 20 games ranked restrict 7 - Penalty: Take IP from account, 50% of current IP + 50 games ranked restrict. 8 - Penalty: 1 month restriction (only Customs) 9 - Penalty: 750 games chat restriction 10 - Penalty: Permanent chat restriction (zero chat, made invisible) /here no one can flame, but if they start feeding, then awaits a permanent ban/

About IP bonuses: Make them bigger by 3 times, also first win of the day - 300 IP.

They used to do [effectively] permanent chat restrictions, and it didn't work at all. People would just keep letting the restrictions stack and would continue being a problem to the other players for a very long time. Putting in so many steps and not moving to bans just lets people be toxic for much longer; some people just don't get it unless their account is at risk, and others just will never get it and need to be removed.

It doesn't really make sense to punish by taking away IP though. It affects people differently, which is unfair. Everyone needs to be treated the same, and taking IP would hurt people with more IP that still need to use it more than those that have less IP or those that don't need IP anymore.

That's way too many chances. And as Nami said, Riot already tried perma-chat restrictions. They found that, more often than not, if they were bad enough to be issued a perma-chat restriction, they were bad enough to resort to other means to take their anger out on the other players (and either didn't care about the concequences or actively tried to avoid triggering the system).

Punishment system does need a slight rework but your suggestion would never work. It needs to be balanced.
