At the end of the day people just wanna play game and have fun, but almost every game there is a player act like an asshole to others. The report system seems to tolerate all kinda shit talking, and does nothing to punish such behavior. What can riot do to perhaps make this community a little more moral and positive?

The report system absolutely does punish chat related things, to the point where it will permaban you for calling someone "bad". If it bothers you that much, just mute people.
people are toxic because toxicity is contagious. and LoL is the most toxic game every created. the toxicity of the game itself spreads to the players and they respond accordingly.
To be honest i don't have fun on this game anymore. To me personally i see league as smoking. You hate it but still do it anyways. This is the first game that's 16+ that bans people from saying what they need to say. To all the feeders, trolls, etc this is the game for you! You can do anything you want without being banned. Say a word to them? nah fam you goin get banned.

This community is the worst. the 4chan of gaming communities. Its just deteriorated so low and I dont think there is a way to fix it. just bite the pillow until a game comes along that has a better class of people .
