so I have seen this and heard of it where people will pay high level players to boost their account. Is it even reportable? I was told by someone that they were boosting the account and that they were paid to do so. Is it reportable? can riot do anything about these?

It's reportable. You can add it to the note area in an in-game report if they admit to it in-game or you can submit a ticket to Player Support with the information and they'll look into it.
There are actually two types of boosting. One is account boosting, which is basically handing over your password for somebody to play games in your place. That is forbidden and reportable. The second one is queue boosting, which is a high level smurf player making a premade party with another player and playing games along with them. This one is neither forbidden nor reportable.
