Hello, I was wondering why it is telling me I am unable to get loot due to previous behavior restrictions. My last restriction was a chat limitation months ago and I don't understand why that is being used against me. Please let me know how, when and if this can even be fixed.

I don't think that they've released a statement saying what time frame which chat restrictions make you ineligible for rewards. I am pretty sure that it isn't as soon as you're off the chat restriction that you can get rewards. Hopefully someone more knowledgeable can verify?
Getting Hextech Annie through the free side of Hextech Crafting will be very hard without RNGesus on your side.
Unless you own all the skins, then it is easy.
you'll need to play 30-40 more games to get your account in good standing assuming you only got a 10 game chat restriction.
