Can blocking a player actually block them
I don't want to have to play with a troll three times in a sitting even after I blocked them the first time around. Can you guys somehow prevent me from being matched with a certain player.

It's a great idea in theory, but in practice it causes matchmaking issues as people abuse the tool in order to not face skilled players or to avoid having unskilled players on their team. Overwatch tried it briefly, to disastrous results.
That has the potential to fuck up matchmaking not just for yourself and the person you block but for everyone on League near your division/MMR. Riot has their reasons for not implementing this in that it would be abused and lead to a greatly decreased quality of matchmaking.
Further, I presume you're talking about something that happened on another account, as you haven't played on this account in a week it looks like. It's quite rare, but not impossible, to be matched with the exact same person 3 games in a row - is it possible that you have some observation bias and merely see three different people who are all exhibiting poor behavior?
