U should be able to recover ur skins if u get perma ban!
If u get perma ban and are still allowed to play if u make another account u should be able to get ur skins on another account! Otherwise ur just stealing peoples money riot!

You agreed to Riot's terms of use. If you didn't agree to Riot's terms of use you shouldn't be playing THEIR game and you definitely shouldn't be spending money on it.
Seriously, this is like signing a rental agreement saying thay you wont blast music in the middle of the night, continuing to blast music even though you are warned multiple times, and then claim that your landlords are "stealing" from you went they evict you and take your deposit.
You agreed to a contract and you violated that contract. You have no legal foot to stand on.
