Faced a match where the player was very toxic, blamed the whole team in all chat, told me to go kill myself. In the End game lobby he acted like he didnt say anything wrong and stated that he would just buy a new account anyways? I know this is on the PBE but?

Report them anyway. At the very least it still costs him/her the money to buy the account again (which is likely to get banned as well for account trading).
All of which would have been completely avoidable if they had the minuscule effort required to maintain basic civility. Oh well, their loss.
