banning doesnt do anything you can create a new account any time

champions they unlocked?
money they spent on this account?
rank games they had to play through? (well, strongly for Plats & above)

I doubt people would find it easy to "start a new account" for being a toxic dick. Your idea of not granting IP for toxic players is as light as a feather, as IP isn't very useful after everything/things they want has been bought.

no IP not sure about but if at the end of a game you could vote for a person you though was enjoyable to have on the tema to get more IP that would be reaonable.
