Using modded skins

Am I allowed? i have yet to use one but recently while looking up tips on a champion, a streamer was using a modded skin. The skin was from a site called 'Wooxy', as far as i can tell it doesnt mod anything but cosmetics and it is known for it. Any feedback?

Edit: The skin I want to download is a custom skin called 'white dragon', its not one of Riot's skins if that makes a difference

Afaik custom skins are allowed, but programs often also offer stuff thats not allowed like the use of riot skins you dont own. Even if you dont use those parts of the program you can get banned for having it, so be really careful. Personally i wouldnt take the risk.

Skin mods are considered "Use at your own risk". IIRC, Wooxy is generally considered safe (you'll want to double check before using). However, other mod sites include features that Riot considers cheating and will penalize even if the player doesn't actively use them.

Wooxy is fine currently, just note though that Riot may change their stance on it and other third-party skins in the future, so use it at your own risk.

They're supposedly fine, but I'm personally uncomfortable with modding my game in any way. The risk vs. reward ratio is terrible.

didn't the PBE have all the skins enabled?

why not just do that instead?
