The leave buster is a good idea but seems that it doesn't always work. Also once you wait through your punishment, low priority queue, if you fail to accept a match you wait though it again. Meaning you wait for it to let you into a match you look away and you're waiting through another queue. How did that happen well you see riot hates. That's my answer what else would be the reason. oh ya riot didn't think this through. That's really all I have to say and also why is leave buster broken lets say 2 people go afk during a match one guy has a laptop so he closes it putting it into sleep the other has a computer so his doesn't go into sleep. the laptop guy comes back at the end of the match and gets a leave buster the other guy comes back and says "hey we on cool" really riot REALLY. that makes no sense. not even one sense. Not even two of a sense and yes I'm just ranting now about the bull crap that leave buster does. so I'm done now.

You have to sit through it again when you don't accept the queue because like nami said, without playing the game being a requirement you can just queue up and walk away and burn 1 of the 5 low priority queues without having any intention to play. Also it's pretty fitting to refresh the punishment for afking because a person afked during their punishment and missed the queue.

The second half is kinda hard to follow but it seems like you are talking about 1 person who afks and never comes back and another who afks and comes back right at the end to avoid leaverbuster punishments. Which is not how it works. After around 5 minutes of being afk both of them are flagged as a leaver. It doesn't matter when or if they come back after that, it already counted against them.

If you didn't have to actually play the match you could work off your low priority queue without any intention to play, essentially having no penalty (like queue up while watching a movie and just not accepting).

I don't understand the rest of what you said. You will be considered a leaver whether you exit the match or just sit there in base.
