Leaver Buster's Locked screen

I understand the punishment and its flaws i/e dc's even though you reconnected instantly and it didn't effect the game, but why can't I access my runes and masteries? It sucks because you get to do nothing for 20mins then the average que time to look at anything in the game. Keep the punishment but let us use the basics
