Question for IFS smarty pants
If I report someone on the enemy team, will the IFS scan "their /all chat" and "their team chat"?

Potentially. I remember one instance where a player used zero tolerance phrases in a 5-person premade, but was reported by the enemy team, and it flagged the team chat. I believe Tantrum gave that person the opportunity to get the entire premade group to say that they found it acceptable to give them another chance.
Since then, there may have been changes to only scan the chat that was visible by the reporting player. This is pure speculation, though.
When you report someone for a match, all of their logs for that match are reviewed. Team chat, All chat, pre-game lobby and post-game lobby chat.
IFS scans all things that the person reported typed.
