Yes. You can. You can also get banned for what is in the OP if you do it frequently or in a clearly insulting fashion.

I mean that any behavior that can be considered insulting can be punishable, unless it clearly isn't.
"Such a meta slave! :P" sent to someone in a friendly fashion (or to your own Teemo/Urgot bottom lane) is likely to be 100% fine. "Such a meta slave" to someone asking you not to pick Rakan mid lane probably isn't, as it's not meant in a friendly fashion.
"Hey, nice job, nerds!" to a team you've been joking around with is likely fine. Calling someone a nerd in general without a friendly context probably isn't, and calling them nerds repeatedly likely isn't.
In short, insulting other players isn't okay. If you're clearly being friendly and everyone is okay with that, go for it. Otherwise, don't.
