Like...I was in trouble about half a year ago..yes I was toxic scum and yes I deserved it 100%..but im STILL honor 0?? I get honors and stuff but it never goes up..and since leveling up gives nothing and you dont win IP anymore..The honor rewards can be usefull but i cant get at lv 0

Be glad that you're allowed to keep your account at all. Any other game would've just outright banned and washed their hands of you.
being negative / flaming is not going to level up your honor even calling someone bad is not going to lvl up your honor as it is negative, i have one tip to you and it is /muteall or just mute someone that is toxic and then report them after the game without answering them back, btw u get some honor progress without typing anything in the chat so the best thing to do is to /muteall or never talk, you can use pings for stuff like "missing" [slayer-jinx-wink]
About half a year ago and still honor 0 ? That means you are still toxic and being validly reported for it, not enough to punish you again but enough to block your honor progress, you'll find hundreds of similar cases on this forums with rioter replies proving this point.
