Lets change verbal abuse perma ban

I want riot to change the way the Punishment system works. If you get permanently banned for
Afk or Trolling that is acceptable because there is no other way to fix that other than riot taking your account. But for verbal abuse, shouldnt it just be a permanent chat ban. You cant talk to the enemy team and you only get three times to chat in one game instead of five you can still ping and you can always tell your team to get on crs or something so that you can have a even better game bc of better communication. OR... REMOVE THE CHAT ENTIRELY!!!!!! WHY cant riot set up a in game skype or crs were you can have a better game and actually get better. People in silver wont get better cause of the chat system FACT so why not remove it and add comms instead!?!?!??!!?!
