Toxic "Teammates" Need to Be Punished

Hello, everyone, I have been playing league for many years. And I just had a game were three people (two on my team, one on the enemy team) were just so toxic. . These three players were more than toxic though, It started in champ select were I said I would jungle and so I clicked evelynn. However, when I locked in two of my teammates said they wanted jungle and that I was a bitch for locking in Evelynn. Which I would have been glad to give up jungle as long as they said something... When in game they refused to do anything save for follow me around, try to steal whatever I was cs'ing, and tell the other team to kill me and not go for them (and the enemy Nunu was an enemy that thought it was great)

I think riot needs to deal with these people. It was a normal game (so it really doesn't really matter to me whether I win or lose) however, I do want to enjoy the game a little. And these players that just screw the game make it so that is impossible to enjoy the game. And after the game I couldn't even report these three people because the stats didn't appear. All in all, I would like to see Riot deal with these people,... I would like to ask Riot how they try to prevent this behavior and/or what if they are going to implement something that punishes behavior like this. (Yes I know the tribunal is a way to try and help, but sad fact is that you wont get banned from one game of doing this, and I think that if they do this they should get some sort of punishment every time this happens.
