Lets Talk about "Client Issues" Hovering Champs

Dear Riot,

We know you are aware of this terrible bug (I mean, issue) that some people hover over a champ, but some clients don't see the hover. Why? I honestly don't care! Fix it. In any case, I get x9 reports constantly because I banned someone;s he over champ. Lucky for me I took the precaution of recording every match up during the ban phase so in case I do get banned. I am gonna shut down riot's Dev arguments right from the get go.

I had win 7 and now win 10, same problem. I even had a duo local network match and he didn't see my hover!

When is this fixed?
